Betsy received her PhD in environmental law from the University of Chicago in 1999. At present, Betsy is the Director of the Certificate Program in Science, Technology and Society at the University of Maryland, College Park, where she is also an adjunct lecturer for the History Department. Her research focuses on the incorporation of science in the resolution of legal conflicts about sharing resources such as water, air, public roads, and ecological health. She has published essays on the historical importance of technology to environmental quality and the history of American environmental law.
